Im not sure exactly how your scoot is set up (ride height, etc..) but if i wanted to lower one i would start with an adjustable shock. One that you can adjust the height and tension. Here is an affordable one i got from Autotech355 (Carlos) on ebay. Its was around $80 USD i believe.

:welcome: to the forum.
I just went on eBay and google and searched for "shock" or "scooter schock" plus the length I'm looking for. Try searching in both inches and mm. Then just check out the mounts on the shocks you like to be sure they'll work.

You really should be careful when messing with the suspension on a scooter. That "up at the back" look you don't like is transferring weight, to the front, for semi-important stuff, like braking and steering.

True! If you do go messing with ride height and steering geometry be very careful when you start riding again. Treat it as a new scooter. You might end up with a cruiser. LOL, like most those cool looking custom Ruk,s. Slow as piss but look saweet!

When I installed a taller shock on one of my scoots I was surprised that it felt better handling. Puts more weight on the front and it definitely feels different. Lowered another scoot and I like the way it looks but I'm not really pleased with the way it feels.

A lot of scooters dont have as much weight over the front as a bike so can feel better with a bit more weight. But when ever you change the steering geometry, be carefull
