I have this scooter on the bench that will start up and idle perfect but when you give it gas it starts bogging and fuel shoots out the back of the carb. I checked the valves and they were both set way too big so I set them correctly but it made no difference. I tried a different carb I had and it does the same thing. Tried a different CDI, same thing. Is it mechanical or could it be the stator?
I'm going to go remove the intake in a few and check it for a crack on the underside.

You could check the stator vs specs in a manual or swap it, whichever you prefer. Check the air gap with the pickup first just in case. Any idea how much compression it has? I assume you woulda noticed if the valve timing were off when you set them.

its mechanical cam a tooth off...a bent valve or worn out cam lobe. this exact thing has happened to me several times and it was an exhaust cam lobe worn down to near nothing because of oil starvation to it once and a bent valve another time and that red Baja i flipped had the timing a tooth off
all 3 were spitting back through the carb.

Yep! It was mechanical. I double checked the valve timing and it was spot on so I was staring at it and that's when I saw that the intake valve spring looked funny so I touched it with my finger and it was loose and sloppy. It turns out that both main valve springs were broken in 4 pieces. Only the smaller inner springs were intact so the valves weren't closing fast enough at high revs. I installed a set from an old head I had and it runs like a champ.
