I'm having trouble gettin my scooter titled. I bought it from a guy who used it on his farm and never got it titled. He gave me the MOP paper. The scooter is a 2004 50cc qmb139 motor. I'm in Oregon and went to the DMV today. They asked me for a emissions sticker. They also told me that the stickers didn't start tell 2006. So how am I suppose to have this sticker? Any ideal how I can get this sticker? Thanks guys for the help.

Can you have your scooter emissions tested at one of their facilities to get the sticker?

No, it comes from manufacturer.

the mco should have the date of manufacture if it was built before the date then they cant ask you for it
that would be like saying well your 1950s car has to meet the same smog standers as a 2012
if the mco doesnt have the date of manufacture on it you may be screwed

Take a photo of all the plates on the scoot. There should be one on the body, one on the frame, the serial/vin is usually engraved or plated into the neck on the frame. Present the vin plate and date photo as proof of it's build date and they cannot hold you to the law passed after the bike was built.
