I picked up a cheap scoot to tinker with it ran fine stock but the starter would drag but it still started, i put in a big bore kit now it won't spin fast enough to make it start the starter just drags. I have put in a new starter motor didn't help i have tried to jump the solenoid still drags, jumped it with non running car still drags and starter gets hot. the guy that had it before did some strange wiring theres two wires hooked to the battery and none to the valve cover or frame both wires on the battery are black no green wire at all. And the kickstart is broke.

Start with making sure everything is properly grounded. Should be a cable from batt - to frame and from that same point to engine. Use at least 10AWG cable. I use 8-10AWG car stereo cables because they are good quality and flexible. I do the same thing on the positive side of the starting system, but at least make sure the wires are in good shape and he hasn't used anything small in there. You can do battery tests ( video), but since you have tried jumping with a car I suspect you may have high compression with the BBK. If you used the stock head, it's very possible. You may need to use an additional base gasket or a head of the same bore as the BBK to drop compression a bit to make starting easier.

I used a 50mm head with the kit, theres no wires going to the frame or the valve cover at all and the battery is a tiny 4ah battery.So i should add extra wires and mounted it to the frame?

Yeah, just like I said above. 4ah is on the small for the 4Ts too, I believe. For long term you may wanna see if you can measure what will fit in your battery box well and see if there's a Motobatt or something with more CCA and higher Ah that will fit well.

I'll run extra wires and see if it fixes the problem and get a bigger battery, i was running out options, and had crazy thoughts like maybe the crankshaft was bent or something since it lagged when it was stock too and had been wrecked on one side hard enough to break the bottom panel and part of the floorboard.
