It seems to be rich, possibly misfiring due to ignition issues.
You should know if the float were stuck, cause you'd have a puddle of fuel under the scoot by now.
If it were the main jet size, it shouldn't run well at 3/4 to WOT ever. I suppose it's possible a loose main jet could come out, but wouldn't be the first place I'd look.
Could be a reed sealing issue, or broken reed.
Could be an air filter issue or some sort of obstruction there.
I'd pull the plug out so if it's managed to flood itself you will know from the wet plug and you can let it air out so hopefully the excess gas can evaporate more quickly. While it's out you could check the gap, but most don't carry a gapper with them to do so. If the gap were too wide it could misfire.
Check for spark, hopefully consistent.
Check connections anywhere you can reach for the ignition system and grounds... CDI, coil, stator, plug wire, plug cap, engine and frame grounds.
I know that's a lot of stuff to look at, but I'm sure you'd like to check as much as possible and get on your way.

water in the fuel can cause that also, dealt with that on both my scoots

It may start after the engine cools. I had that problem with one of mine.

Sometimes when a CDI goes bad it will spark but not at the right time.
