So i noticed this problem after i changed the spark plug ( i checked the gap) and i feel its unrelated. Either way when im 3/4 to full throttle uphill the scoot seems to choke on too much gas. It doesnt die unless i dont let off the throttle. When i let off i give it a bit to "catch its breath" then its ok as long as i dont go to hard on it. Usually its fine on flat ground but today it did it under full load on flat ground. Might this be a simple carb clean? Or maybe the vacuum powered fuel regulator? ( i think thats what it is anyway thats what it looks like)

Did the old plug look rich?
If it's only after the plug swap, check the porcelain on the plug isn't cracked and nothing came loose in the plug boot. Prob not the issue, but those are quick checks.

Have you made sure to tighten your throttle real snug at the throttle handle and the carb?
You have to tighten both not just one IMO, It makes a difference.
Make sure there is almost NO play in the throttle when your jerk on it. But don't make it too tight! You want no play, but that also it ..."Snaps back" nice and crisp when you let go of it.
When you test for play after adjustments, just use 2 fingers and make sure it's nice and snug.
I also notice with cheaper gas my scoot runs like garbage. I always go to only "SHELL" and get 93 octane. All other gas, BP, EXXON, MOBIL etc.. and all the others, I have had major trouble with.

Also I just remembered that I was having that same exact problem myself when my carb was starting to stick on me. Sounds like your floaters are starting to stick. It was happening to me a lot before my floaters jammed up inside completely. Especially on hills I was getting that bog after it was going along fine, it would just seems like it would choke and want to die. Just get a rubber coated wrench and smack the chit out of the float bowl and teach it who's boss!... Worked for me!, looool!

Are you smelling gas when you go around the scooter? If so, then your most likely getting sticking problems. I used to smell gas worse and worse everyday, it was even running out of the overflow, even pouring out! Well... I banged it into shape, now I can't smell or see a drop of gas at all, lol!
