If you were competing against motorcycles at the AMA/BUB Bonneville Speed Trials on anything other than a box-stock scooter, you’d be running in the Modified Chassis, Aspirated Engine, Gasoline Class (M-AG). Here are the M-AG records you’d have to beat by 1 mph to establish a World Record:

50cc: 70.314 mph (1974) T.Walsh; Honda
100cc: 93.137 mph (1973) T. Conway; Kawasaki
125cc: 115.383 mph (2008) G. Meola; Honda
175cc: 106.023 mph (1977) Dale Ebersole; Yamaha

I don't think it's fair that wheels below 14" are not allowed. Smaller tires are available that are speed rated in the mid nineties and faster.

That was changed though, for the one comeing in Nov. No tire size restrictions. Scooter rules, rather than the previous motorcycle rules.
