If it's the Chinese clone type carb, the most common you can adjust the idle mixture by turning a small screw on the side or the carb. But on most its covered by a brass plug. You tube will show different ways to remove and then adjustment as well usually.

Depends where it's lean. Idle - 1/4 throttle is the mixture screw/pilot jet. 1/4 - 3/4 throttle you should adjust needle settings (raise the needle by lowering the clip to richen). 3/4 - wide open you'll need a larger main jet.

Compression test psi? Cam timed properly? Valves set .002-.003"?
Restricted CDI?
Airbox, UNI pod,...?
Rollers too light or too heavy (high or low revs)?

120psi is low if you expect good performance, assuming the tester is sealing well. If the "restriction" is still in the airbox, 90 may actually be big. With the restriction out, it may be small. If you don't know what I'm talking about, it's shown around 6min in this vid... www.youtube.com/watch?v=K5j8gHg5kMc
