Try using a piece of brake tubing, cut with a tubing cutter. I rolls the tube inward. You can tap it over the D and it takes on the form.

Yes, it works on Rochester Q-jet Mixture solenoids screws, which are similar. No, I have not tried it on a Scoot.

Others have said they heated up a pen cap with a lighter and stuck in onto the D screw. After it cools for a few molds to it and you can use the cap as an adjustment tool. Never tried it myself.

i'll try the pen cap way. it'll keep me from having to remove the brake line hose and using it. would a bic pen work fine of should i go with a better quality plastic cap?

You're not actually supposed to pull a brake line off of your scoot. He meant just use a piece of brake tubing that you can buy pretty cheap at any auto parts store or some of us have lying around.
Speedometer cable should just be screw on and screw off other than you have to make sure the actual cable in the center lines up with the receiver that you're screwing into. Take a look at it and you should see what I mean. Square cable, square receiver.

yeah.. i knew what he was saying but i did not have any other way.. i just got the thing off with the a piece of plastic stick and i heated up and then sawed a line through the screw and put it back in.. but i have a question about how it goes back together. There is a rubber seal, washer ring and spring that came out with the screw. in what order does is go back on? I put it back toghter like this. rubber seal with the washer on top of that followed by the spring then screw. Is that right?

Remove the screw and cut a slot in it with a hacksaw blade or a dremel tool with a cutting disc and reinstall it. Cut the slot so it bisects the top of the D and the bottom. Then you can use a small flat blade screwdriver to turn it.
