ok so when i went to get on my scoot this afternoon after a nice little rain, it wont seem to go.
on the stand it will SOMETIMES accelerate okay, and othertimes (most of the time) when i increase my throttle, it DECEREASES rpm and dies.
when on the ground, it will not accelerate at all...
i swapped out cdi's, checked my coil, etc etc...
fuel will not stay in my fuel filter, but i dont know why....
i have pulled off all lines going to the fuel filter, and sucked on the vaccum line, and fuel seems to flow out really good, i just cant seem to get gas to fill my fuel filter and stay there....
could the whole acceleration issue be my engine starving for fuel? and how to i go about "cleaning" the fuel filter?
i have blown compressed air through both lines on either side of the fuel filter, and inside the fuel filter...

Just replace the filter. Your neighborhood hardware store should have something in the lawn mower section. The problem may be farther along though. Like when you hold your thumb over a straw to keep the liquid in, something else is letting air in the line maybe...

Fuel filters are usually replaced, not cleaned. I'd do that first. It's good routine maintenance anyway. If that doesn't work, check the float height and since you'll have the bowl off make sure neither jet is clogged.

how often do you need to replace a fuel filter?
i just changed it out about 4 months ago with a brand new one.
ill go tomorow to get a new fuel filter and go from there, i just didnt think a 4 month old fuel filter needed to be replaced... lol

So when you suck on the vacuum line to the fuel petcock, fuel travels down to the filter. so does that mean you can then get a good flow to the filter only buy using your mouth? If so then it would seem the problem is not the filter but rather a lack of vacuum from the engine to the petcock.
If you are saying you get good flow of fuel with the filter off and via sucking on the line, then perhaps you are correct. You imply or it is implied that you had left the scoot out in the rain and then suddenly it will not run. Have you dried the scooter out real well?

Have you dried the scooter out real well? no no no.... it wasnt left out in the rain, it is garage kept... it rained in town and i couldnt ride all day, and when it stopped, i decided i wanted to go for a ride, and this problem arose.. ok when i suck the vaccum line with the fuel filter on, it will not fill the filter. when i suck it and no hose is attatached to the peacock, it FLOWS out great. when i have just the tube going from the peacock to the filter (not actually connected to the filter) it also flows good. it just seems like the fuel filter does not want to stay full... i dunno if thats what my problem is, but my engine kinda sounds like its starving for fuel when it boggs down and dies when i give it throttle, so i could only imagine.

Its not unusual to have an air bubble in a fuel filter as long as fuel flows when suction is applied to the vacuum hose,have seen fuel filters come apart and get inside the carb clogging things up,thus runs lean,poor throttle response and maybe engine damage if run long enough with clogged jets..Think the carb should be cleaned!

Sounds like a carb cleaning is in order to me as well.
My filters always have air in them, it's not a cause for concern. Sometimes play around and try to get all the air out, but it's just because I'm a little crazy about little details like that, not because it affects performance in the least.

Try removing the fuel line from the carb with the filter attached still and see if it flows. If it does then clean the carb. You probably have a stuck float or a clogged fuel inlet valve.
It's normal for a filter to only partially fill up and have air inside. NORMAL

I do not think you need a full fuel filter. you just need uninterrupted fuel. If there is fuel in the bottom of the filter I believe you are fine. Am I wrong in this?

If the fuel line loops below the carb and starts running uphill before the filter is attached then the filter will fill up all the way but normally the filter is angled so the arrow (flow direction indicator) is pointing downhill so air fills the top half.

If the fuel line loops below the carb and starts running uphill before the filter is attached then the filter will fill up all the way but normally the filter is angled so the arrow (flow direction indicator) is pointing downhill so air fills the top half. i got it running yesterday on 3 seperate ocasions. i simply removed the fuel filter, and cut back about half am inch to an inch on each side of the fuel line, put the filter back on and gave it a little bit of throttle and started kicking... im still going to get a new fuel filter, not because i think its a problem, but it doesnt hurt to have an extra just to rule that out of the equation sometimes...

Fuel filters only cost a couple of bucks and they are supposed to be changed frequently. You could buy a new one and then get a bad tank of gas and foul the new one up and need to buy another next week. The one you have...just throw it out.
