I am new to the scooter seen, but it seems like a good place to be. Well I picked up a 2013 49cc tao-tao vip for 800 bucks, delivered to my door with 1 KM and a six month warranty. So far I LOVE IT. yea, so its a little slow I think I average about 39-42ish but I am at WOT all of the time. It kinda worries me, and I know these motors were designed with this in mind, but still.
I guess if the 49cc goes, I will just have to upgrade to a 150cc with bigger brakes in the front.

I know what you mean about WOT trying to keep up with traffic. It is irritating to have to do that.

Welcome to the forums and scooting.
One thing to remember about speeds w/ the tao tao's: The speedometer will read fast. Mine says I'm hitting 40 WOT, but it's actually right at 30MPH. You'll want to verify the speeds via GPS if possible so you know how fast you're really going.
There's a few things you'll want to check regarding fuel lines and whatnot. Check the builds->project tao tao thread.
