I have changed the spark plug, the only thing that was really odd was gas streaming out the gas tank where the gas float goes??? i was thinking the fuel pump isn't pushing gas and pressure inside the tank might have caused it...any theory's would be helpful..thanks

welcome the forum here is a wealth of information, and folks are very helpful. i'm sure youll get it figured out. was it running for awhile after you did the upgrades, or just the one drive for 45 minutes? did the scooter sit with gas in it over winter, and start on that same gas? its late, hang in there itll get figured out.

Hmm... well i am fairly new to the forum and scooters, i'd start with checking the main fuse, if you have a fuel pump, check to make sure its powering up. you can bypass the fuel pump and just run a fuel line straight to the carb if that helps rule it out. maybe check if you have spark..
if the carb sat over winter with gas in it and it was the now standard E-10 fuel with ethanol in it, there is a chance the fuel phase-separated out into layers, and or gummed up inside the carb. it may have fired up and ran for a bit, and then sucked a piece of nasty up into a jet and plugged it up.
if your carb is unsealed/can just unscrew the bottom, that would be a good place to look.
if it were me, id get all the old fuel out of it, carb, lines, tank, all. this e10 gas left to sit can make a mess, but you can clean the carb out without much trouble. a little pressured air blown through the jets will clear out big chunks, and just take care not to tear anything up in there. 90GTVert has a bunch of helpful youtube videos, 1 of them shows how to get in a sealed carb, so theres that if you need it. can just go to youtube and search that name and they'll come up.
*edit* adding this in for detail, if you already know pls disregard if not, when cleaning jets, it is best not to probe the small holes with brushes, imo is too easy to foul up the fine shape of tiny holes and render a jet in need of replacement. i have feathered a couple stubborn ones with a single piece of horsehair from a paintbrush, but really just some solvent and compressed air should be enough to blow stuff out without risking damage to the jet.

if you have a stock vacuum actuated petcock, is also possible it gummed up in there and the carb is not getting fuel. (i could have summed a lot of my posts up by saying make sure ur carb is getting fuel, sorry )

Check the tank vent. There should be no pressure in the tank. Without a tank vent a vacuum can also be produced in the tank that will shut off fuel flow. Some tanks vent through the gas cap. Others vent through a fitting that can be an attractive home to bugs. Some have a hose on the vent fitting that can become kinked.

One quick way to diagnose if the tank isn't venting right: Remove the gas cap, wait a few minutes if it's a gravity feed system, then try starting up with cap off. One thing: you said gas was streaming out of the tank. Did a hose come loose? Just take the plastics off and double check all hoses and whatnot are secure. If the gas is old enough, you might want to drain it and refill. Oh, and welcome to the forums There's plenty of expertise here.
