You have to hold the rear break, left lever when starting. Don't know if you tried that, in the video you grabbed the front.

Hrm, ok. So from the vid I wasn't sure, does the engine turn over w/ the kickstart? Not worried about starter or anything else, just that the engine turns over. The kickstart on these things seems to be pretty fragile (at least on mine it does anyway). If it doesn't turn over w/ the kickstart (like the kickstart level just moves freely), try removing the engine fan cover and see if you can turn the engine over manually. If you take out the spark plug, it should turn over pretty easily. If it does, then the engine probably isn't seized at least, so that's a good sign. I'd take the cover off the top of the engine and check that the valves are operating as expected. Brent has posted a vid showing setting the valves. On my taotao, I use .003. (EDIT: Others have it larger, .004 to .005, so adjusting here based on subsequent posts) See: www.youtube.com/watch?v=s0K-ytyjOFgIf it's not turning over, then you might want to check that the clutch isn't seized. Make sure the rear tire can turn w/o turning the engine over. If everything checks out, and you're sure that juice is getting to the starter, the starter could be bad. I'm not sure how to test that by itself, maybe someone else does though.

To test the starter run a jumper wire from the positive battery terminal directly to the starter.

With alot of aftermarket switches you may need to swap the wires around.

I work on Taotao's every day and I set the valves at .004-.005. If I set them at .003 it is hard to start and lacks power. It has a slight tap but not loud.

Hrm, when I first set the valves on mine anything larger than .003 was horrendously loud... Is there a difference between when it's new vs broken in?
EDIT: I'm coming up on the 1000km mark and am going to check the valves again, I'll give .004 a shot and see if the scoot behaves any different than it currently does.

Hrm, that's something I wouldn't have thought of (feeler wear). I was more concerned with the engine break-in and changes arising from that.

I can't tell for 100% sure but it looks like the kill switch is flipped to "off" position. A lot of the newer scoots won't even crank if the switch is in the "off" position. Also check to make sure when you pull the brake handles that both are working individually or it won't get the proper signal it needs.

are the fuses all good? sometimes theres a hidden car fuse like there was in mine shit wouldnt start changed it then bam. but i cant remember if everything else worked. Sounds like a wire, or starter problem cause your starter doesnt even make noise. take jumping cables and some small clips put 1 end to the starter and 1 end to the battery if it works then, its the switch or wiring or fuse or something. if still nothing its the starter.

The starter spins when i hook the jumper to it. I found a fuse it's fine.
