The tail light should stay on when the key's in the on position. The brake light is in the same assembly, but fairly brighter. If there's no change in the tail light brightness when the brakes are engaged, Then I'd check the bulb. It's possible the brake light part is burnt out. If both lights are on and the brake's not on, then there's a few possibilities. One is a short in the lines somewhere, the other is a stuck switch on one of the two brakes.
