www.ncleg.net/Sessions/2013/Bills/House/PDF/H1145v5.pdfTo register the moped, the owner would have to provide a manufacturer's certificate of origin, which is like a title for a car. If the owner doesn't have one, he or she would have to go through a Division of Motor Vehicles inspection to obtain a registration and plates. The cost would be $18. The bill would require moped owners carry bodily injury, property damage and liability insurance. Drivers would have to pay either a $15 or $22 registration fee depending on whether the bike has a sidecar. Drivers would also pay a $40 title fee.

i see they slid the insurance requirement back into the bill. Yes they talk about compulsory insurance for cars in my Country. As a Scooter/Moped i dont have to get a Warrant of Fitness, but Cars and Motorcycles do. If they make insurance compulsory for Cars and Motorcycles i will volentery get a Warrant of Fitness to put myself in the clear as i suspect there will be a lot of people doing insurance jobs. I would love to be wrong
