whatsup guys
i recently purchased a tao tao 49 cc scooter, the scooter starts and all, but it can never get up to full throttle and shuts off after about 30 seconds of riding it, and thats with me messing with the throttle
the person that had it before said he changed out the carb and that wasn't the problem so he gave up
like i said it starts up fine but it just boggs out
anyone? thank you

Is the air box installed and in good condition? Sometimes people remove them or mod them looking for more power and then don't tune the carb for the additional airflow. What results is a lean condition, sometimes to the point that it hardly moves or bogs out.

Check the valve clearances. I could make it 100 meters before my scoot bogged and died. Turned out exhaust valve was too tight.

look for vacuum leaks, check valve clearance, make sure you are getting good fuel flow from the line.

I'm going to do the valve adjustment aswell also when i looked in the gas tank, the gas looked old and it was kind of brown so ill probably drain it out and put some fresh gas in it aswell

air can get past duct tape, i would order a new intake, they are cheap on ebay. i'm glad to see it is running better for you.
