Thinking you might have water in the gas tank or carburetor. Easy enough to get rid of it. Just drain the carb. The water will come out first cause gas floats on it. Then before you try to start it, remove the fuel line from the carb and put it in a clear jar like a peanut butter jar and then suck on the vacuum line to the petcock for 10 seconds to get some gas in the jar and then set the jar on a level surface and watch to see if there are two layers in the jar. The water layer will be on the bottom if there is any. If there is water in the tank then yopu need to drain the tank all the way dry and refill it.
I'm probably barking up the wrong tree but it costs $0.00 to check it out.
How good does the engine fight you when you work the kick lever kinda slow with your hand?
Have you verified you have spark and/or tried a new plug?
I know on one of my 2 strokes when it was cold weather it refused to start unless I plugged off the air box to choke it. I would have to hold my finger on the air box intake for a bit after it fired up til the cylinder got some heat in there and then it would idle fine.
You can also prime it by plugging off the exhaust for 5 seconds or so while cranking the engine. That works too.

But did you slide the red kill switch from "x" to "o" and try to start it?

Yes I did My scooter won't do anything without that switch turned on. It makes no noise at all.

I'm not sure you're understanding? The video you posted- Your kill switch is in the "kill" position- as in kill the spark. Your scooter will never start with the red kill switch on "x". Yes, you can turn the ignition (key) on and push the starter button and it will crank and crank and crank the engine until the battery goes dead- even with the red kill switch on. Consider it like a "panic button". That red kill switch is there as a safety feature so you can quickly turn your scooter off in an emergency by sliding it over to the "x". You MUST slide it back to the "o" to get your scooter to start. Here's a very simple question: Did you slide it over to the "o" or is it still on the "x" like it was in the video? EDIT: I'm not sure what "turned on" means... can you verify whether it's on "x" or "o"?

Yes, yes I know- well technically it's a curved arrow sheesh. Here's a screenshot from your video of you trying to start your scooter. Can you see the problem??

I rechecked the video and it is on the O and also just went and tried to start it on the x position and it made no sound at all. It just kept cranking in the O position

Thank you so much for that answer. Now we can move forward lol. To be quite honest, I've never met a scooter that would not crank over due to what position the kill switch is in. Hey- maybe your scooter is different than all the rest? Idk.
Next step- does it have spark?? Here's a very good vid by 90GTVert...

Its a 4 stroke. You posted in the 2 stroke section. Anyway, I asked if there is any fight when you move the kick lever with your hand a few times. Does it get hard to push and then easy and then hard then easy, or does it have little to no fight at all? That is a very important question that you don't seem to want to answer. Since you don't seem to be very mechanical my advice would be to return it to the mechanic with two of your largest and meanest looking friends in tow and demand they fix it. To be quite honest, I've never met a scooter that would not crank over due to what position the kill switch is in. Hey- maybe your scooter is different than all the rest? Idk. I have. They do exist

It's not the Spark Plug I just changed that. Could it be the CDI box or Ignition Coil?
