Can i bypass the petcock and just run a line straight from the tank to the carb if i cap off the vaccuum line just to see if that is the problem. Obviously i wouldnt leave it like that

Remove the fuel line from the carb and suck on the vacuum line for two seconds. If fuel runs out of the fuel line when you suck and stops when you stop then the petcock is good. If fuel runs out of the vacuum line or does not come out of the fuel line when you draw a vacuum on it the it's bad. The petcock on those fits into a rubber tube that comes off the tank. You could replace the petcock with a barbed fitting in place of the petcock so you can attach a fuel line and just run the gas manually by installing a valve between the tank and the carb.

Those 2T engines can be hard to start cold. I used to have to plug off the airbox inlet with my finger to choke it and it would fire up. You can also plug the exhaust pipe with your finger and crank the engine for 5 seconds and that will actually prime the cylinder and it will fire up. Maybe... Try it!

Broke down and bought a new carb and a manual fuel shutoff valve. Starts right up and drives. Studders at mid to full throttle so I'm guessing it needs a bigger jet since it has the cone filter on it. But it's time to start building it....

Bad bystarter (auto choke), could be causing that as well.
