Well......it shares many features with the Taotao VIP. But there's some differences. At least one, anyway. The headlight looks different.
It might be impossible to ID it more closely than that. It might be some small production run from almost any Chinese brand.
But if it's any help, ID'ing it exactly might not matter to you. All 'operational' parts will be easy to get from vendors carrying GY6 parts.
Body panels will be hard to get. But that's true of any GY6 scooter. In fact, getting most body panels is practically impossible. Only some few are available at all.

Don't buy GY6 parts for that. GY6 typically denotes a 125-150cc. That looks like a 49cc 139QMB that some call the GY6 50. As others have said, the make and model being an exact match don't matter so much with Chinese scooters. They can be re-branded right off of the same assembly line. If you will buy enough of them, the factories will put any name you want on them. Just look for parts based on body style and engine platform and make use of sellers with good pics and measurements when possible so you can be confident that you're ordering the right replacement parts.

There should be a VIN tag riveted on the frame somewhere which will give manufacturer, make, year, engine size, and model. The VIN should also be stamped into the frame at one or more locations. If the VIN tag is missing and VIN defaced it is probably stolen.

Handsome Boy styled QMB139 49cc 4t. Also known as the "Hockey Mask" bike. Could have come from any one of a dozen factories in China, but luckily that doesn't really matter.
So long as you look for parts for a QMB139 49cc 4t engine, you'll find what you need.

The advertisers here on this site are a good source. Matt/fugaziiv is with parts for scooters. Thank you. However, unfortunately for us if the OP is looking for Ebay or less pricing, we're going to be a bit high for their tastes I fear. We don't overcharge, but we don't undercharge either. Matt

Matt Thing is, your slightly higher price is made up for in quality sourcing and in house inspections, awesome customer relations, and US based warehousing and shipping. When i shop scooter parts, those reasons makes PFS one of my first places to go. Or i check out insanely high end stuff at scootertuning.ca...

I still remember that you personally went way out of your way to make sure i got a good street 47 bore (hoca brand) cuz the source for your house brand tried sneaking garbage through your business. Thats the biggest reason i stand by you guys. The engine is still running like a rampaging gorilla too! I just have the bike down right now for some massive frame fab work currently.
P.s. I'll be shopping up a 139qmb overhaul soon, do you have an idea how close the sspg cam (169-105) is to an a9 profile? Or is it a special profile?

I'll be shopping up a 139qmb overhaul soon, do you have an idea how close the sspg cam (169-105) is to an a9 profile? Or is it a special profile? I'm glad that is still working well for you. Those Chinese kits were a huge disappointment, but I still am thankful you let me know so that I could take care of that issue and pull those from our stock. We had a discussion with our vendor and haven't seen anything like that again. I was very unhappy, we take pride in our brands. The SSP-G cam is a special profile for our kits, and it's proven itself as a performer. It's got bigger lobes and alternate timing... but I honestly don't know how it compares to the A9. This weekend I'm going to fix that. We've got a guy here who has a built QMB with the A9 installed currently, so I put a SSP-G cam in his hand and he's going to test it over the weekend. I'll hit you with the results. Matt
