Give it a try anyway and make sure your throttle isn't adjusted to tight and actually engaging so to speak.

Here is where I am at now. 79/32 jets from the stock carb are installed in the new carb as is the stock needle. I put the vacuum petcock back on as well. Right now it can't start up pretty easily and accelerate up to after 1/4 throttle before it starts to have issues. It won't bog down and stall after giving it throttle beyond 1/4 but it won't accelerate up to speed. Like it has no power. Air box snorkel and it's other restriction are all back on as well. Not sure where to go at this point.

Try it without the snorkel again if the plug was still wet.

are you sure the valves are adjusted right? if too tight it will not accelerate. like 2T said try without the snorkel, it shouldn't be running too rich with the stock jets. if all else fails do a compression test.

Snorkel is off...Stock Pilot Jet (32) is still on, Replacement Main Jet (82) is back on. Still can't get acceleration and there was some sputtering on the initial throttle to about 1/4 throttle but that went away with opening up the idle mixture (a/f) screw. I am really starting to think it might be the valves but I feel like that is something I perhaps should not screw with? Is it easy? Hard? Complicated?

Check four stroke engine tech in the tech library. It's common for four stroke guys. I'm sure you can do it. Need feeler gauges I suppose. I've heard of guys using aluminum from a soda can. My experience is with 2 smokers.

A lot of scoot owners set their valves at 2 but 4 or alittle more on the exhaust. They are not precision machines and the valves transfer heat to the head when seated. Small gap means hotter valves

valves are easy to adjust, there are youtube videos and instructions in tech library. i learned the first time i did it from youtube. i always use the first gauge in the feeler gauge set, it is the thinnest.

Okay, I adjusted the valves just now. No better but also no worse . Idles fine...but can't handle acceleration with a person on top without jogging down to less < than 5mph no matter what throttle you give it from partial to WOT. I'm starting to think I don't know what I'm doing when it comes to checking the float level.

did you try running without a petcock? it will rule out not having enough flow.
