My new Thunder is kept covered, u-locked two ways, and kitted with an alarm.
TaoTao Thunder/Blade 50cc? Was alarm installation similar to this video?

I bought a 49cc scooter more or less on a whim. Afterwards realized I didn't ask whether it's 2-stroke or 4-stroke. Perhaps a TaoTao . . link?

Unknown if the Lance Cabo wiring harness has an alarm connector with a jumper, but MAY be a potential continuity gremlin to rule out?

It does rev better on the stand, but still bogs regardless. Intake manifold vacuum leak is another potential gremlin.

might disconnect the belt drive to see if something there might holding it back If the engine revs up fine while rear wheel is elevated on the center stand . . the variator weights MAY not be oriented properly in the ramps?

I guess that we should just keep the 49cc scoot always a 49cc. No need for a bbk. CORRECT!Perhaps an 85 main jet and tinker with the CVT drive a little . . but be content with 35-40 MPH. If your speed criteria is faster . . for best reliability select at least a 125cc and keep it stock!

What are . . carb pilot and main jet sizes . . variator weight grams . . tire pressures?

50cc head on 100cc big bore kit? 100cc cylinder displacement compressed into around 6cc stock head combustion chamber = around 16.6:1 compression ratio! For comparison . . Sym Mio 50 is around 12.6:1. Then factor in running high-octane gas which RETARDS combustion closer to piston top-dead-center . . then installing a "performance" CDI which ADVANCES ignition timing . . and the result is yet another FUBAR BBK conversion!

This leaves me with three options:
1) I am a retard and have zero mechanical ability.
2) I am insane.
3) I was unknowingly transported to a parallel universe where mathematics and geometry are different.
Please comment and pick which of the three options you think it might be so I can attempt to move on and rebuild my shattered life...
Option 4 would be replacing the 50cc scooter with one that is ACTUALLY compatible with your performance expectations, and LEAVING IT STOCK . . sure would save yourself a LOT of aggravation!
