In addition to mixture screw cap and tamper-resistant bowl fasteners. No affiliation . . this was on a Vitacci Spark 150.

Speculating the gremlin MAY be fuel supply related . . insufficient refilling of the carb bowl? It appears the only fuel reaching the throttle bore is via acceleration pump squirts. Might try twisting up the carb bowl vent hose and squirting in some additional gas or brake/carb cleaner.

replaced petcock with direct fuel line So just for clarification . . your Ice Bear pst-50 is NOT one of the models with a floorboard level gas tank, and vacuum pulse-pump?

Have you tried placing blocks under the axle to elevate the rear wheels . . to determine if any difference in throttle response? Variator weights may not be properly oriented in the ramps? If sparkplug is reading rich . . petcock diaphragm may be deficient?

tried using main jets 85-90 Does the main jet needle seat protrude into the throttle bore? Service manual reference.

I have 2 49cc scooters I've recently purchased. Neither one is getting spark. One is a 2009 Schwinn Laguna 50. The other is a Kymco Agility 50. Different ignition systems?

If the sparkplug reads wet . . could potentially be an excessive fuel issue?

These types of queries are sooo puzzling! If the engine has fuel, spark, and compression . . should fire off? Almost always turns out that one of those elements is deficient? Any backstory . . was it running fine previously . . any modifications?

Try rotating up the carb front vent hose and spraying in some brake cleaner or starting fluid. If no joy, check valve clearance.
