First, an open apology to the site, 49cc scoot, admin. I only wanted to share a bad experience with this seller so that others could take notice.
To the rebuttal:
So, according to you "we haven't had a Paypal dispute in quite a while". As everyone can clearly see not only was there a dispute, but it became a claim and Paypal refunded the original charge within 1 hour of the escalation to claim status. Cut and pasted info from Paypal account for everyone to see:

10/14/2014 10:05 PDT - Buyer: as is readily appearant from the sellers total lackof honesty and integrity and failure to complete anything they say as evidenced by the email chain as well as postings in the resolution center they obviously will do nothing.i am requesting a full refund and will return their merchandise which was delivered as a previously used part. I think the seller should be responsible for return shipping as well as a full refund.
