That cylinder will rev to 13k? I don't know. I just checked the max rpm on the vapor is 13280rpm with 53.8mph. But it never stay between 11-13000 consistently, I can see it jump up and down 500-1000rpm in a flash even though I hold the throttle on the same spot.

Let's say the vapor reads the right rpm, then you're overrevving like a mofo! But i doubt you'll do 53 @ 13K rpm...even on the smallest gears. It would be more like 60-65 i think. Can you make a vid @ topspeed where engine sound is clearly audible? Or assure us your vapor is reading right?

looks like when I ride it can go up to 11.000rpm and this is 3/4 throttle it'll hit around 50mph today I went down even more to a 7gr and the response in all range seems to be best compared to 8 or 9gr

Then measure the circumfence of the back Tire and with Those nummers you can calculate the approx speed at a given rpm. But 50mph @ 11k seems plausible. But 50@13k seems a bit off to me. My scoot does 70@11500 with really tall 7:1 gears. At 13k it would be somewhere around 80 to give you an idea.

It takes 14 3/4turns for the clutch for the whole wheel to turn 1x my back tire size is: 120/80-14

oh wait....im wrong. The cvt itself has a certain ratio itself too, but we don't know that.

Didn't read your previous post that carefully but you say it takes 14 3/4 turn of the bell to turn the wheel 1 time? Thats a 14.75:1 ratio.
If that's right you're having some crazy small gears! Not strange your top speed is low! So with the information we've got right now i'd suggest looking for some taller gears. I think somewhere around 10:1 would be a lot better! So that the bell turns 10 times to let the wheel turn once.
