He said he dropped it from 800 down to 700 and he didnt wanna move anymore, i said 650. He chuckled and said son i done dropped this thing alot already, i paid over 900 and its been rebuilt and has performance exhaust. Im working a gameplan together now cause i dont wanna pass up this ZUMA

I've owned five of them, one being an 2012, and I still have two. They are awesome scoots, especially when you throw a big bore on them. Here's 4 of them together at one time

Kelly blue book lists it as $1000 dollars in excellent condition from a dealer ship, and $660 for a trade in, again in excellent condition.
"He chuckled and said son i done dropped this thing alot already, i paid over 900 and its been rebuilt and has performance exhaust."
You know what that sentence says to me. "I bought it used and my kid beat the shit out of so bad I had to rebuild the engine."
It isn't you fault he paid 900 for a used scooter then had to dump more money into. The fact that he put money into does not make it worth more. You never get back what you put into a vehicle. He paid 900 for it and was trying to get his money back out of it, when he found out he couldn't he had to drop the price. He said lots of people are interested, but he still has it. Hmmm maybe because he won't budge on the price? lol I mean the seat has tape on it for crying out loud.
That being said, if that is what they go for in your area that is what they go for. It is up to you if it is worth paying the money for it. I will tell you this though, the build quality, handling and ride on a zuma, even a zuma clone is better than a taotao.
Just keep in mind, is worth extra money to you for a rebuilt engine if you intend on going through it and modding it anyway? And can he prove when it was rebuilt, by who and how many miles is on the rebuild.
I would think if multiple people were interested in it the price would be going up not down.
Things to consider anyway.

$700 is top of the market here. I see 2002 up Zuma 50's listed for a lot more but they just don't sell. $500 - $700 or so seems going rate for an average shape running bike, maybe more for clean low miles examples. With the mods it may be worth $700, but I'd want to check it over real good before offering that kind of cash for a 10+ year old scooter. The seat isn't a deal breaker, but busted body panels and worn out tires cost money. If it was me I'd grab a compression tester from the local auto parts store and ask to test the engine before purchasing it. One thing I absolutely never do is negotiate over the phone. I show up with cash in hand and am prepared to turn around and walk away if I don't get the deal I want. I've found this gives better result, when you show up, nothing is ever as nice as they say over the phone. Pick it apart, then make what you think is a fair offer. Most people would rather take a little less and watch it leave with you than deal with the next guy.
