Hi, i have rieju toreo 49cc, year of bulid 2007 and run 6500 kilomters. about half year back, scooter sudenly stop working (in midle of driving), then i check and there was no spark.
so i change: flywhell, magnet, spark, spark toil. Then scooter have spark but still not start. i check and cylinder hapeas has been damaged, so i replace cylinder, piston, piston rings and cylinder head. Now scooter still not stard.
What can i do or check to see where is problem?

Make sure you have spark, Pull fuel line off carb and make sure you have fuel coming out when turning over the engine. If you do then check vacuum lines and intake manifold for any vacuum leaks. If there good then do a compression check to see if compression is good. Did you adjust your valves correctly , intake .003 exhaust .004

Scott7 gave you solid advice.
If it has compression (valves close and seal), and it's got fuel in there (reasonable good gasoline and no water in the tank)...and you get a spark...SOMETHING should happen.
Given what you've done I suspect you aren't getting fuel (or good fuel) in the combustion chamber.
Easy test for that is remove the top cover of the carb, put about a thimbal amount of fresh fuel in, screw the cap back on. Try to start it. If you get nothing, you have no compression or no spark. Gas WANTS to go BOOM when lit.

Thanx for advice. I check and i cave spark. And when i took off fuel line, and when i crank engine then fuel coming.
Can you please explain me how to set valves .003 and .004 and how to check if compresion is Good?
EDIT: what can be reason for bad compression?

From what I can see in your pics it looks ok. The small bent pipe in the 3rd pic is the carb overflow pipe and is fine. The pipe in the 4th pic that is connected to nothing is the carb fuel drain pipe, that is also fine.

Thanx. now i change carb also, so for now - new carb - new piston - new cylinder head - new cylinder - new flywhell, - new magnet, - new spark plug - nwe spark toil. I check and scooter has spark. Running without the fan shrouds around the engine will result in damage.

I had good compression in the cylinder, but what you couldn't see from that was the damaged wobbly crankshaft piece. You replaced the main parts, so check the crankshaft as it's probably the last thing left?

Can i test compresion whit out special tool? It is possible that scooter get spark in not right moment?

Before you go and replace the crankshaft, make sure you looked at all them stupid dumb thing you could have forgot to check.
Do you have a kill switch on your side stand? I got caught by that a few times. It could also be just some loose connector on the CDI.
A 4 stroke will run on a bad crank, at least mine did, but it was knocking like a sewing machine.

Timing could be off if you didn't have flywheel set at top dead center and camshaft set right with the cam chain.

Blazcom I noticed you have a vacuum line coming out of the intake going to the front of the motor. Where is that hooked up at ? I'm not talking about the one that goes to the fuel valve. I'm talking about the other one. I would just cap that one off.

You can't really properly check compression without a tester, but you can rotate the engine by hand and get an idea. If it's very easy to turn, there's a problem. You should feel it get tough to turn each time it approaches top dead center. Another way is to put your thumb over the spark plug hole to cover it and then crank the engine over and see if it tries to push your thumb off.
Your engine is turning over slowly. They can be hard to start when they don't crank over quickly. Might wanna charge the battery and make sure it's up to the task.
