Its definitely the float,I had the same thing happen while riding! Luckily I had my tool kit with me and was at a gas station,I emptied my carb took it off opened it up and blam!! The float was stuck open .after reassembly it never happened again and mind u this was a brand new kiehin 20mm performance carb..idk go figure, hope you guys get it fix bro #SCOOTERLIFE.

So, I was testing the bike and put it to full throttle and it was about to die when a screw fell out of the bottom of the carb, once that happened, a bunch of fuel came out but it ran perfectly...

Fuel with debris in it could cause float issues and other problems. If you haven't already, the carb should be cleaned after replacing the tank and fuel lines to be sure not of that crud is still in the carb.
If fuel continued to pour out, maybe you lost the float bowl drain screw or a screw that secures the float bowl and having less fuel in the carb allowed it to run better? You'd need to inspect the carb and figure out exactly which screw is missing.

the thing is that it was as lean as possible, and the screw that fell out was in fact the drain screw. I plan to take apart the carb and I found a scooter club in my area and someone was willing to help.

That helped a lot! I'm gonna bet it's your lack of air filter. When you hit the gas and I heard it, I was certain it was running out of fuel or very lean. Then I saw the airbox and that sealed the deal for me. Here's a quick clip of my ATM50 when I just removed a "restriction" in the airbox and tried it.
