ok update, the arrow was facing proper but i switched back to old filter for time being, i went by a friends dad who makes,assembels and tunes carbs every day at work, he looked at it and said everything seems fine except for how it is not responsive when tuning at time., he tuned it and adjusted my throttle so there was no more dead spot in it. he mentioned because of the oil leak there might be ALOT of excess oil in the exhaust and its clogging up kinda like a catalatic converter on a car. well after leaving his house it was only getting worse on the way home, i seen a guy sitting outside working on a motorcycle so i stopped and asked him about all the issues, told him about everything even the oil leak, i decided with his help and tools to go premix, right there, he helped me drain the fuel and remove the oil tank and hoses and plug the hose going into the carb, the oil pump is still in but the cable to engage it and the hoses are no longer there. we are doing roughly a 45:1 mix, he gave me some ams synthetic 2 stroke oil and gas to get me going until i can get to the store tomorrow for my own oil. it started to run like a CHAMP i mean almost as good as before i took it to the shop BUT then i got home and right before i parked it, it bogged out and stalled like it was doing before, hesitating to move and rev up. spark plug was not fouled this time, he mentioned i might be getting WAY to much fuel (jet is to big). now it runs better with the snorkle in the air box. i did for my own feel better way, check the compression i am at about 115 to 120.
questions i have:
1. leaving the oil pump in, is that bad can anything get out that shouldnt, will it burn anything up other than the pumps gear wich i could care less about since the pump is shot anyways.
2. the guy who helped me asked about the crankcase oil. its never been changed if it has any idk whats all going on in there, but he told me to find out about changing that oil and my gear oil by the back tire.
3. will the oil from the leak still be working its way out since i disabled the oil pump?
4. will an over heating cvt case cause it to run like this or stall out? mine gets extremely hot like my exhaust almost lol

wait i cant think of what else to do LOL, thoughts here? i was told to get a new carb if i feel its still the issue, i didnt run it again with the gascap off yet but im thinking about just doing a manual petcock because its fairly cheap and easy to do to eliminate the vaccuum issue there.
well i forgot what else i wanted to say so when i think if it i will post it, thanks guys for being patient with me, im pretty new to this stuff and doing all i can with what i got. last but not least, a list of things ive done and how they effected or improved.
new variator from shop - way slower
put old one in with old rollers - gained 10 to 15mph
tuned carb- not sure yet LOL
removed oil injection system to a 45:1 mix - not sure of results (read above)
fuel injector/carb cleaner gas additive - nothing i know of changed
seafoam (one fresh tank of gas) - nothing changed
new fuel filter - nothing changed so i put old one back on for time being
checked EVERY connection of ANY kind on the moped
if i remember anything i didnt list ill let you know.
