Hello and welcome to the forum,Yamaha played fast and loose with the names on scoots in different markets, you will need to identify which model you have CG50,CY50 ect post a picture or 2, find the chassis number to get any real answers to your post, but we are here to help so just ask.

I am having carburetor issues with it currently it is really boggy I can only get it to do about 20 mph I have clean the carburetor on it The float is good in the needle and seat is also. I have dealt with two strokes my whole life. I was wondering what the stock carb settings are supposed to be? I can't find any information on it anywhere some help would be greatly appreciated

Without a model or photo any settings would be meaningless,if you spend time in the technical section Brent has got it covered, but still keep posting if your stuck.

Yes the serial number may have a trail we can follow but we encourage self help, you have a phone the "net" go look let us know, one quick google won,t fix everything.

JYa3kla05ka005338. This is my serial number. JYA3 matches to my Razz. 41mm bore. Singke speed chain driven. 1e41qmb engine style. . Not much you can do to get more than maybe 30 not out of it. Except swap in a vertical Jog or even a Mina. It's... A whole mess..

Any ideas why it would be so boggy on the top end to the point where it dies riding it down the road. I have cleaned the carb and checked the needle and seat all checked out good. I don't want to put a whole lot of money into it.

Does it run faster at 3/4 throttle then full throttle ? Could the previous owner have swapped in a larger main jet in the effort to make it run faster ? What main jet is in your carb ? Stock razz is 82 Stock air filter or aftermarket ?
You sound rich Is it from too big of jetting or do you have something restricting the air into the air box.
Cheapest fix could be drilling a 1/4 inch hole in the air box to add extra air into the carb if it makes it worse you can always cover hole with duct tape. Just make sure to add the hole to the side that keeps the air going through the filter.

It just bogs Down about half throttle only goes about 20 mph. It has the stock size jets size 82. Compression is 60 psi.

Should be more like 160, pending any update from Zino18.
I have a Razz SH50. There's not much aftermarket support for them. If you have big plans for it, your best bet is going to require some fab work. Here's a helpful link to learn more about what you have: motorscooterguide.net/Yamaha/Razz/Razz.html
