so when i run with the choke off it idles really well but bogs badly off the line.
with the choke on it has good take off but top end is affected.
the jets are those un labeled ones that come on the kwihin pwk. the clip is on 2/5 position, 1 notch from the bottom
any tune-ing ideas?

Any time you need to use the choke, the tune is too lean. If the top end is only affected with the choke on, you're too lean on the main jet. If I turn the choke on with my manual choke carbs, top speed is not only affected, it's pretty much non-existant, because they will load up and not want to go very well at all. Make sure the main is right first. Once the main is correct, then if it bogs when you give it throttle see if it's a sputter or a smooth bog. Sputter should mean it's too rich, the smooth sort of waaaa sounding bog is usually lean. Change needle position accordingly.
Remind us what pipe this is please.

Can you adjust the clip on the needle? If so lowering it should help.

Yeah, raising the needle position at WOT will let more fuel into the chamber. Lowering the clip raises the needle. I've seen guys put a tiny washer under the clip on carbs that have no clip adjustment. This is a 4T clip:
