14 and 17mm most commonly. You'd be better off in the long run to buy a metric socket set than to buy individually IMO. They'll get used. If you've already got 3/8" stuff but get a 1/2" impact, you can use an adapter and your current sockets. That's what I do most of the time for scoot stuff.
I think Parts For Scooters has that seal, but they don't put it on the diagram and I don't know what size it is. If you measure it you can find it. At least get the ID and OD. You'd have to remove it to get the thickness.

You should be able to take the rear pulley off by removing the clutch nut and pulling the while thing off. Then you can see the seal. Once you have a new seal, you can poke it with something and pull it out, being careful not to damage the case or the bearing behind the seal. I use a pick with a bent or curved end usually. I've seen HF sell small pick kits for a couple of bucks. Once it's out, you can use a lube on the center if you'd like, to keep the seal from trying to fold over as it passes across the shaft. Push it on and then you'll prob have to tap it with something to finish. It needs to sit flush with the case. Use something very blunt and be gentle so you don't damage the seal.

So while i wait on Jeremy to send me my jet so i can install my bbk, I got bored & removed the pair system, mine is a lil diff from brents not much though. As you can see mine ataches to the head but not the valve cover; the canister on mine was mounted via the flywhyeel fan shroud not to the frame off the scoot; the ncy block off plate in its place; did a valve adjustment n tinkered with the idle a weee bit but nothing else to report waiting on that damn #85 jet then we can put on the bbk

I liek your setup better. Once it's removed you don't have the junk on the cover. Only the little trick NCY plate to remind you that you are killing trees or something. lol

Valve cover bolts are M6x1.0, not sure on the length.
Dunno about the studs.

Well I done LOL I started last night at about 8pm & worked till 12am but got the bbk installed, woke up & been playing with the carb to get it tuned, now everything is pretty much set i think. I didn't get to many pics as it was late & getting dark but 90gtvert 's write up is what i used as directions for the install & it has a ton of pics lol ; 49ccscoot.proboards.com/thread/350/big-bore-kit-installationengine tore down ; stock on right 72cc on left; stock vrs 72cc piston; I got the idle down just tinkering with the needle a bit still but i think i abut got that as well. the power increase on takeoff I would say nearly doubled & i can easily hit 40mph & 45 as well with a long enough road , takes a min to wind up from 40 to 45, hmmmmmmm? SUGGESTIONS? .....gonna play with the cvt a lil in few weeks & i think i can increase this performance a tad. The installation was easy I just hate fiddling with the carb LOL I can't hear all that well so it takes me a lil longer then it should to get it right. But i got a pretty Carmel colored plug with just a tad bit of black on the metal thread area.......the gas consumption seems to have tripled lol

oh i also found i had the larger 69mm valves & the kit came with a head with the 64mm valves so i used my stock head per jeremy's suggestion. I was told by 90gtvert that if i got a rocker assembly for the 64mm head i could use that one so i just put it on my self for later use
