Pull the spark plug out and attach the plug wire. Hold the metal part of the plug against the frame or the engine and see if there's a spark as the engine is cranked over.

You may be able to set the float height rather than replacing the carb (usually a metal tang that you can bend to achieve different float heights) or it could be some debris around the float needle or seat. Have a closer look before buying a new carb.
80W90 should be O.K..

Yeah the "Tab" in this pic can be bent upward a little bit to lower the level of the fuel in the bowl. It cures most flooding issues usually. Just a little bend!

on the fuel valve there there is a little thing on top that pushes down is that supposed to make the rubber end part come out farther?

NO. The rubber tip is stationary. I think that spring is sort of a shock absorber for the float so the tab doesn't bend. I guess. The engine takes a pounding when you hit bumps. the carb moves with it so it's constantly getting jarred.

Sounds like a bad fuel petcock to me. There's a diaphragm valve between the fuel tank and the engine that is only supposed to open when the engine is running. If you remove the fuel line from the carb, the fuel should NOT flow out of the line. If it does then your valve is faulty and that will cause flooding. The valve is opened by a vacuum line coming off the carb/intake. If fuel flows from the vacuum line then the valve is faulty. the only time fuel should flow out is if you suck on the vacuum line like a straw or start the engine. It looks like this: Or this:

You can use a pair of hemostats (surgical clamp) or Vice-Grip pliers to pinch the fuel line when you park it at night til you get a new valve.

scooterdepot is located in Chino, Ca. about 45 minutes drive from me. One time I worked on a scooter for a girl who bought it there and was still under warranty. I called on the phone and talked to the head guy and explained who I was and gave him the girls name and I had the parts I needed arrive at my home the next day. Get the warranty!
