no the battery is fine as the horn works im just not sure whats wrong here it has to be the voltage reg or the starter

Dude.....If another vehicle can jump start it, that means the starter works. There is absolutely no question about it. As to why the battery is not charged enough? I don't know. But the starter works. BTW, the starter works

The horn takes very little power to operate. An operational horn doesn't say much about the state your battery is in and is no replacement for a multimeter.
The voltage regulator would only possibly play a role if your battery is not charged. For now, forget the regulator and the starter and check the battery.

good lord my battery is fucking fine when the battery is dead or low the horn dont work on my scoot what im trying to say is i push the starter buton the starter dose not turn the engine over at all at all this moring the battery was low cuase i left the key on all night the starter wold turn the engine over but not start it

We are trying to tell you. Read this carefully.... Did you run cables from the cars battery to your battery on the scoot and press the button to start it? If this is how you started it, then your battery is dead. Explain to us in detail how you jumped the scooter....

One way or another you're going to need to get the multimeter out, so you might as well check the battery the ways I showed in the vid. Otherwise you can check for battery voltage at the starter when the button is pressed... but then I don't know how you know what battery voltage is unless you check that first. You wouldn't know if voltage is low because of some poor connection etc... or it it's your battery if you don't check it first. There's a reason we have a somewhat established order of steps that we go through to troubleshoot these things, and I promise you we didn't choose the order by drawing them from a hat.
If you refuse to break out the meter, I guess you can take a hammer and gently tap the starter while you press the starter button. If that works, replace the starter or better yet inspect the starter bendix first and if that looks OK then replace the starter.

i thank you all for your help but the reasion im mad is the fact my multimeater blew its fuse and its soidered in so i cant put a new one in im dead broke so i cant buy another one and the fact that the fuse usealy blows and all the lights are not instaled gives me mixed ideas about the voltage reg ive had my eye on upgradeing the starter and stator any how and if the voltage reg is blowen this then it was the starter the whole time but like i siad im broke and still on the hunt for a job

Once i had a faulty regulator and a battery that had like 10volts in it. The horn didn't work then. It only worked at 12+ volts. Otherwise it only made a clicking sound...
replaced with a genuine yamaha reg. and then it worked fine.

The upgraded started from (scrappy) is awesome!! I had one on my stroker and it would spin that thing like nobody's biz!!!! It's a bit expensive but worth it if you don't want to worry about the starter failing.... Just my 2c

well its the regulater as it gets way to dam hot when i turn the the key on Regulators get hot...thats why they have cooling fins. When your not using power but the lighting coil is generating power then the power needs to go 'somewhere' and is transformed into heat by the regulator. When you turn your lights on the regulator will cool down again.

no i know how hot its suppose to get and how fast its suposte get that hot being this has happend 4 times before and each time the cause gets narrowed down and now its down all thats pulged into the harness is the bare minimum to run and start the engine i want to replace the wire harness but i cant find one
