Sorry for my dare devil antics however if my fan is broken n possibly my roller weights are trashed will this keep me from starting bike?

I don't think the rollers would keep you from starting the bike. It might vibrate, but should run.

The only thing I can think of is the starter bendix is faulty but I don't know how to test or what to look for on the bendix

Your bendix looked ok in the video...just has to be put together right, it shouldn't be engaged after the engine starts.

It looks like you are installing it right, just make sure it is going into the bearing/bushing in the cover when you put it back on....not binding.
After you release the starter button the bendix will/should not be touching the gear on the variator. If it is not engaged/touching it really shouldn't make any noise or rattle while the engine is running.
Kinda points back to your roller weights in the variator...unless you can see something else loose?

Here is a vid of how your bendix/starter system works. Its in a different location than what you are used to seeing, but the concept is the same.

I understand how it works however it gets stuck due to low voltage however the batt is fully charged

I been getting it to start then try to test drive it all weekend and as soon as I hop on it dies and it's back to square 1 I'm tired n frustrated .

I let batt charge overnight for about 8 hours. Woke up and held down push start for 30 secs it ruff started and idled I did this 3 times then turned it off . Upon trying it again before I went to work I put key ignition. Scooter would not come on no lights on dash or headlights. If it ain't one thing it's another. Now I'm stuck all together with a electrical n mechanical problen

Sounds like you have some electrical leakage and possibly a battery starting to dye.

My batt read 14.5 volts this morning let it idle for 5 min turned it off because of the roller weight rattle came bac 5 min later no type of electrical power fuse looks black but not broken however I haven't changed it since I bought it 6 months ago.
