You can go to any Walmart and have them do it. The machines fit the rim. I did it twice now, its way better than risking scratching up the rim or damaging the tire bead.

Thats a deal and a half. If you do it yourself, the right tools, technique and patience are key.

I actually am currently faced with the same problem I have the tire and the tire remover tools but I have never done it and am wonder will a normal air pump pop the bead or do I have to use an actual compressor not trying to ask on top of your question I just thought this was an appropriate place to ask.

fairly strong compressor. Some cool people at a shop will fill it for little to no charge. Go to the garage not the counter.

If this is a one time thing, id suggest paying someone to do it.
If you plan on doing this with yours several timse as well as on your friends scooters, Id break down and buy the tools. Bead breaker, tire irons/spoons(2), and some rim protectors(for aluminum rims and steel if you don't want to mess up the paint).
What really make it easier, lots of soapy water and getting the tire warm. The more pliable the rubber is, the less effort it takes to mount or dismount.

A ratchet strap going around the diameter of the tire positioned in the center can help seat the bead with a weak pump. It helps hold the bead out a little. I have even had to do this with a good pump.
