Can i run my fuel line straight to my carb?? Or does it have to be through the diaphragm??? Havin fuel issue and can't pin point it.

Yes you can, if its a gravity feed tank. But I would suggest a manual valve and a fuel filter between the tank an the carb.

I have a filter just not a shut off. What would i do with the vacuum hole on my carb.

I have a little rubber nipple to put over it. Straight fuel won't mess anything up ?

I wouldn’t trust the fuel float needle to hold back fuel. Get a fuel shutoff at any lawnmower shop or home depot/ lowes etc in the mower section.

Put fuel line straight to carb capped off vacuum got bike to start and run but came back out and no go. Also my idle is turned in the whole way and it idles really low

the thing about manual shut off valves is you have to remember to shut them off. if not you could easily flood your crankcase with gas. that's why either vacuum operated petcocks are normally used.

Your just pissing in the wind with this thing. To get to the bottom you need to confirm the integrity of the assembly by a compression test and a leak test. You should be able to hold 6 psi for at least 5 minutes minimum and over 90 psi compression. A local garage could do a compression test. Places like autozone also loan out the tool so you could do it, be sure to hold WOT. Yes, a lack of adequate compression means you would have to find out why it's low, this will probably lead to a rebuild.
The idle mix screw typically opens or closes an air passage- IN is richer OUT is leaner.
Can we get a general idea on your location? Sometimes someone near has many tools, free time and a willingness to help out.

Im from Gettysburg pa. But i was out messing with the scoot today and got it to run but it only wants to idle with the idle screw alllll the way in can't get it to idle any other way and it runs better with the air screw almost the whole way out. And it idles around 1500 with the screw all the way in.

I think Ryan-ott's compression and leak test advice is absolutely the way to start.
You mentioned you cleaned out your exhaust, and said a baffle is bouncing around in it. Was that baffle loose before you cleaned it? Did you try starting the scoot with the exhaust disconnected? Just thinking that loose baffle could potentially acts as a valve or restricion if it were to fall against an inlet in the exhaust. Like when you hit a bump and it stalled out, it could have been that baffle moving and choking the scoot.
