Yup. you can adjust it to with in a few hundred rpm. There are weights underneath too. They have three holes witch can further adjust the hook up rpm, but most of all they affect how hard/fast the clutch pads hook up.

I've been painting my body panel one day a week, for the last 2 months. Multiple coats of Krylon Fusion black satin and Fusion Clear. with wet sanding in between. Finally no dust specs!! It was harder working with these springs than the clutch springs! And, it doesn't fit. It's the right size but my wheel won't fit over the shoes.
