Cut through it with a rotary tool, if you can be gentle enough, and it should come out. You can heat the aluminum so it'll expand and try again (with gloves on so you don't get burned).

Think Oldgeek tack welded a washer inside the old bushing sleeve to drive it out..I drill 2 small holes thru the outer flange so an 1/8" punch can be used to walk out the bushing;

Here is a pic of the outer bushing ring that I tried to beat out with a chisel. mine were a major PITA. I got to where you are and welded a washer to the inside of the bushing, then used a vice to support the ear and a slide hammer to beat it out. You could also put a hacksaw blade through the hole and cut through the bushing from the inside. Make sure to cut where there is plenty of meat on the case in case you go just a little too far.

Thanks oldgeek. When You welded the washer, did you put the ground clamp on the block? Yes. And let the assembly cool completely before driving it out. Those ears can be fragile try to support them somehow.

190mech's solution of drilling 2 small holes may be easier, and no chance of welding slag getting into cases if that is a concern for you.

I decided to go to a 12", spoked mini motard wheel. It was nearly impossible! I purchased a kx85 front wheel, and a mini motard 12x2.15" wheel conversion kit off flea bay. I disassembled the stock kx85 wheel from the hub and tossed the rim and tire. I then had my friend lace up the spokes to the new 12" wheel and hub. Fitting it to the bike was a biaach!
