Glad it's not so much of a nightmare here in the UK, bought quite a few scooters without title. Just a case of filling out a form, sending it off to the DVLA (DMV) with a cheque for £25 and waiting up to around 4 weeks and your title arrives unless you bought a nicked bike and the Officer Dibble arrives instead probably sooner.
