Have you tried to register it yet? I would try. If they say no, they'll tell you why. If they tell you it needs to be signed, ask if it needs to be notarized too. If not, then I think you know what to do.

If for some reason you do actually need them to sign it, go pay a lawyer to send them a letter. That should get them moving. I think legally part of the sale includes enough proper paperwork for you to be able to register it. It sounds to me like they haven't completed the sale.
