Cannot remember what it was called bloke who owned it could talk a hind leg off a donkey . The name began with P and its French made in the 90's I think

Looks like two steering hand levers, skid steer /bulldozer style.
I'll bet the small wheels are intended to slip into tracks for Alpine /ski hill use.
Be interesting to see what sort of hitch and hydraulics it has.
A lot of those things will have a smallish engine with a good size turbo to stuff in high elevation air.

Yeah, after I posted I started thinking and I don't really know if they are actual " dune buggies " . I'm remembering this stuff because in Miami in about 1970 ?? I worked at my 1st job -flag waving/promotion - I got to dress up in a Banana Split costume and stand outside waving etc. for Circus Wagon - burger joint . Seems like we might have ridden downtown in a buggy blah blah.

I was a ARGO dealer they are BADASS . The monkeys, rode in twostrokes not sure they where Argos all the new stuff is 4 stroke Vtwin
