Hey everyone, I am finally getting back to working on this scooter. So I've checked spark with a gap tester, and I am getting a good spark at the 20 and 25 setting, albeit a little amber colored. Compression was good however I will check it again since it has been so long, and I need to put fresh gas in. Fuel line is delivering gas when I suck on the vac line. I will clean the carb again as it's been sitting with old gas. But beyond fuel, compression and spark I have no idea what to check. Could it be a timing issue? There is also a hose coming out of the top of the gas tank that is not connected to anything. Is this supposed to be connected somewhere or is it a vent? Any luck with this?

Sorry for the incredibly long amount of time without replying. The issue ended up being a plugged exhaust. My guess is carbon buildup or mud-dobbers. I ran water through the exhaust pipe, and found that none came out after completely filling the exhaust pipe with water. After a while some water started coming out, then more, and more until it was flowing pretty decent. Hooked the exhaust back up to the Scoot and boom she started. I did end up installing a manual fuel valve that is accessible through the storage compartment and have since left it so I could rule out the automatic fuel valve being the issue.
