Possibly the wealth lacked is of knowledge or time or patience rather than dollars. This is not necessarily an issue that should cost a lot. Finding wiring problems just happens to be IMO one of the most aggravating things to deal with. If you find it challenging to figure out in person, try it over the internet. I assure you, you are not alone wishing your scooter didn't mess up. It happens. Mechanical things need repair and maintenance and care and Chinese scooters more so.
Back on track... If unplugging the stator makes the white wire lose continuity with ground and the stator wiring itself shows no continuity with ground, then I'd check for continuity between the green wire in the harness and the white wire in the harness. The charging wires are not normally connected to ground so the idea is to figure out where there is some sort of connection. As mentioned it's usually either a connector that's melted or damaged, damaged wire or wire pulled from a connector and touching the frame or another wire/connection, screw put through a harness, or a faulty component connected to the harness. It takes time. I've been there and it's miserable. If it's getting on your nerves, walk away. It'll be there later.

ok heres what i know with the engine ground on i have a reading on the white wire it self on the female conector on thew wire harness the male conector on the stator plugs into i take that engine ground off the reading is gone but i get a reading on the white wire on the stator it self

i also tested the green and white wire and there is continuity between the 2 with grounds off the yellow and white wire the samebut ownly when the stator is pluged in

You haven't exhausted our patience- it's just like Brent said it's so dang hard to troubleshoot electrical issues over the internet it's crazy. Pics help a ton to try and figure out what you're doing so we can help. So you got a new regulator? Shouldn't be a problem if the new one is black and the old one was silver. Could be polka dotted orange as long as the plug fits. If it's for a gy6 49cc, 139qmb it should work...

I don't enjoy electrical issue diagnosis and there are people here much better than I am with electrical things so honestly I was hoping some electron chasing guru would chime in before I checked into the thread again. Plus when I looked late last night my brain was totally incapable of processing anything. lol There's a chance the rectifier won't work, but as niz76 said the color doesn't matter and if it was purchased for a GY6 or 139QMB with a 4 pin it will likely work without needing to fiddle with connections. It is normal to get low resistance values between the charging/lighting wires of the stator itself so if you only get continuity between the white or yellow and ground/green/black when the stator is plugged in then your harness may be alright or at least not shorting to ground. You can find values for the stator wiring to ground readings in the service manuals for the GY6 or 139QMB (link in side bar). The manuals also have other test procedures for various bits of the charging system so they may be of use if you don't already have them.
