The old filter is the same cone type, same deal. I figured since it's much better with the choke on, it must be pretty lean.

I may be rambling to myself but that's quite alright. Now I'm just wondering if maybe it's simply jetted way too lean. This thing came stock with a cone filter.
I'm almost tempted to take the jets out of one of the carbs and enlarge them just to see the effects. If there is a change for the better, I'd buy a jet kit.

Well I can find no signs of an air leak. Sprayed all over with it running and noticed no change in idle. New Carb on it just because. Same as before, idle screw and low mix screw adjustment change nothing. It settles down with the manual choke on, when off, the RPM just sit way too high for an acceptable idle. I've got to be missing something.

It sounds like it's running off of the carb cleaner you are spraying into it. Have you pulled the carb apart? Try taking it off and tearing it down, cleaning it completely, run something through the removed jets (don't enlarge them), same with the emulsion tube. Compressed air is helpful too, just don't blow the jet out of your hand and across the room

Reading this thread drives me nuts. I'm amazed that your mental stability hasn't reached it's bitter end.
Ever try the stethoscope? Even a screwdriver might help pinpoint that noise. Why is everyone so far away? Sometimes a fresh set of ears/eyes is a godsend.

Probably a stupid question but was the petcock totally disassembled and cleaned? I recently had a 68 Kawasaki c2ss drive me nuts. Similar symptoms you seem to be seeing. I found what looked like tiny bits of wood inside the petcock, must have been intermittently restricting/ shutting off fuel flow.
I'd love to see you get this going soon!

Welcome to 49ccscoot! Always start with the basics. Can you verify spark at the plug while cranking? Is fuel getting to the combustion chamber; plug wet with fuel. Healthy compression?

Places such as auto zone will "loan" you a compression tester, you get all your money back when you bring the tool back.
Or even place your finger over the spark plug hole and have someone crank the engine over. That will at least tell you if you have any compression.

I'd consider starting with a compression test. Can you verify the timing chain is intact, cylinder in good shape, valves okay.
Engine swap? 90% of the users here are enablers and will recommend either a 150 gy6 or a mina 90 LOL

I've always had very mixed and conflicting feelings about most metal. Still, I can't deny I like slipknot.
Once we start getting into metal with inaudible (to me) vocals, and drumsets falling down an UP escalator, I show myself out.

You initially suspected piston/head contact, won't using copper spray make them ever so slightly closer together?
Maybe install a couple homemade cardboard base gaskets to see if it stops? I suppose checking the bearings would make more sense though..
Whatever the cause, it's a bummer to hit a speed bump like this. Hope you're enjoying the scoot soon enough.

Maybe a silly question but is your entire fuel system clean, pulled the Carb apart and cleaned out all the passages and jets?
