You can google Derbi Atlantis parts diagram and get a downloadable pdf file with all of the part numbers.

Don't know where you are in Mn. but across the border in Ia. you can get a bond title with a 50 dollar bond and the usual fees.If after 3 yrs.no PO or police report comes out of the woodwork you get a normal title so if the guy stiffs you there is still hope to get it titled + Vermont title. So if he dumps on you you won't be screwed. It's a DERBI dude rightfully prestigous scoot.

If it has set for a year dump the fuel, clean the tank and carb for sure as Derbiman said. But if it were me and this no oil story is to be believed I'd pull the topend for an inspection. If it had a soft seize and left some metal take some muriatic acid and clean that, light hone, new rings and you should be good to go.

The Derbis have the nicasil cylinder. Check out the youtube videos on how to care for this type of cylinder. I think they recommend using fine sandpaper to touch up the cylinder.

If the top end is not repairable, Scrappydog lists a top end for the Derbi Atlantis under Japanese and Euro scooters tab. Good price and it would get you up and running. I would confirm the fitment before ordering to make sure it will work on the Spanish engine. It doesn't really specify which engine it fits.

Have you had a chance to check out the engine?

I have not had a chance to check out the engine. I did however get the key today.
The guy went to the DMV to hand in the title that he signed over a year ago as the new buyer but never handed into the dmv. The clerk said there was no way with the title signed to him to somehow sign it over to me. She said it had to go in as is and then in 4-6 weeks he will get his title. He will then give me the Title and I can send it in and ..... 4 - 6 weeks later.
Because he was willing to drive over 20 min from his house this morning just to drop off the key, which he forgot on friday when he delivered the bike. I am going to stay optimistic and hope that he follows through and gets me the Title.
Honestly I need to sell one of the other 3 scooters I have before I should start looking at this one. I am excited to get rid of one chineese 150cc 4t that I got. and to move on to this SPANISH BEAST
I just couldn't pass this trade offer up, praying that if the top end is bad it is the same as scrappydog is selling like someone posted above!

Oh, I did try the key and it is the right key for the scoot. So that is a plus.

I am back on this forum and going to be trying to get my derbi up and running soon.
I went to charge the battery and niether the regular battery charger or the tricle charger would recognize it and charge it. So I tried the battery from my 150cc scooter that is fully charged. Turned the key and I get nothing, no turn signlas, no dash or headlights or tail lights. When I attempt to start it (pull in left brake lever and push button with kill switch in run position) Nothing happens either.
The only thing I did so far was check the small fuse that is inline within 5 inches of the battery and that fuse in in perfect shape, even tried another fuse and still nothing.
Where do I start from here on the electrical side?

Welcome back.
Possibly you could pull the front plastics and start looking for loose plugs or connections. With what you have done so far, you should at least have something working. If you have one, a cheap multi-meter will help you out a lot.
Do the headlights flicker when you use the kickstart? You may have to check for that in the dark.

THanks OldGeek,
I have done nothing to it yet other than see if i could get the starter to turn the motor over. Once it stops raining tonight I'll go out and kick the engine with the key on and see if anything pops up.
I have a cheap mulipmeter from Harbor Freight. What exactly am I looking for (what numbers) when checking wires up front?
