How do i tell if it is that silver fin box? And the link you sent me shows it is no longer for sale.

Have you pulled the front plastics off like oldgeek said? Check the wiring from the ignition switch and go down the line. Check resistance from one end of a wire to the other end, looking for breaks. Do it for every wire if you have to.
When I bought my second Derbi I had the same issue; nothing happened when I turned the key. So I checked all the wires and couldn't find anything wrong. Finally I swapped the regulators and sure enough it worked. And at the time I couldn't find a regulator either so I parked the scooter and it sat for months until one day I was at a tow yard with a buddy and I saw another Derbi just sitting there. It didn't have keys so I had no idea if it would run but I bought it anyway because I figured it was worth 85 dollars just for the parts. Brought it home and luckily the regulator worked. After that I found several Derbi's in tow yards and junk yards. If you look in the right place you'll find one, or four. Other scooters that share parts are the Piaggio Fly and Typhoon. The Vespa ET2 as well and probably a few more. That gives you more search options when looking on eBay. Make sure to check eBay UK and Italy.

I got the 150cc Scooter tuned up and putting it on craiglist tonight!
That means I will be able to start working on the derbi! Priorities....
Anyway, I took the seat and storage bin out and started cleaning up grime and dirt. I looked at the carb and it looks as if there is something absent. Check the photo, doesn't it look like something should screw into that epty spot on the carb?
I'll be checking with a volt meter later tonight to find out where the electical issue is.
Well it keeps saying CODE UNSUPPORTED when trying to upload the photo ..... never said that before.

I've tried different photos, restarted my computer, different browser and it continues to say CODE unsupported. So i guess I can NOT show you a photo at the moment of this carb.

That opening is normal. It may be threaded for a fitting for an overflow.

The voltage regulator is located on the left side behind the large plastic body piece. You should be able to see it with the seat bucket removed. It is fastened to the frame. Check all of the terminals because they become corroded very easily. A dremel with a wire wheel works wonders.

Ok, I got more plastics off and started doing some voltage testing. (never done this on scooter before.) I find it interesting how many electrical plus are empty on this bike. 2 under the seat, 1 black behind the right side cover and at least 1 behind the front plastics. So, I have power going into both the grey thingy and the black thingy, but not sure electricity is coming out of them. How do I tell? I have power only in this spot in this plug. When I plug this clip back into the grey box, i can't find any power elsewhere. This is a picture of another empty electrical plu 2 under the seat. is this normal or something missing? No clue what this thing is, but the red cord going to it has power.

So, I did more looking around and realized that there was only 1 wire going into the ignition and then it ended in an empty plug. I found the other end that clips into this and guess what! my horn works and the starter turns over!
Now to figure out what to do next.
1. Make sure all the other wires are connected and working properly.
THen onto the motor!

Cleaned the carb, as much as I could on that little thing. I never worked on a carb that didn't have a drain in the float bowl and only 2 screws hold the float in.
Carb and all the inners, jets etc are cleaned out, it wasn't that dirty in there at all. Cleaned the spark plug, it was dark and dirty. Used some starting fluid, engine turns over great, but can't get the engine to catch and actually start.
Where should I look next?

Is fuel getting to the plug? Is the plug wet or dry after trying to start it? Is petcock working?
